Chapter 114 Bargaining Up-Date

Where are you?   We need to know that you are interested in preserving your work place protections and benefits.   Please respond to the following questions

On March 7,  2002 your chapter bargaining team met with the SCESD for the 6th time since early fall.

 

Where Did We Make Progress?     The ESD was unwilling to move forward on any options presented by chapter 114 regarding insurance benefits.  The bargaining team has made progress and has tentative agreements on the following issues: Article II- Association Dues; Article III - Management Rights; Article IV- Association Rights; Article V- Employee Workweek and Overtime; Article VII- Probationary Period; Article IX- Rest & Lunch Periods; Article XI- Grievance Procedure; Article XIII- Strike and Lockout; and Article XV- Non-Discrimination.

           

What Major Proposals Need To Be Resolved?  The two most important unresolved issues are insurance benefits and salary.  We also have no agreement on several other issues including holidays, paid leaves, temporary and substitute employees and layoff language.

 

How Is The ESD Responding To Your Contract Proposals?  The South Coast ESD is bargaining with OSEA and the part-time bargaining team because the law says they have to, not because they are concerned about the part-time employees. They still insist that they do not intend to have health insurance coverage for part-time employees.

 

What’s Next?  Mediation.  The Chapter Bargaining team has requested mediation since the district has rejected the most basic contract provisions for health care coverage and benefits for part-time classified employees.

Chapter Action Team

Chapter 114 has established a Chapter Action Team ( CAT).  The purpose of the CAT is to strengthen chapter 114 and be prepared to respond to issues that could impact your jobs including working conditions, benefits, wages and retirement.
