I        Call to Order

The meeting was called to order at 12:04 p.m. by President, Mark Petersen.

II       UPDATES

OSEA affiliation committee has concluded their investigated of AFT (American Federation of Teachers.) The committee will make its recommendation (report) to the board on March 10.  

Q&A

Would dues increase? Affiliation with AFT would have a cost and if membership eventual approves affiliation it would approximately cost $6 per member per month when fully implemented. There will be more information in the OSEA journal and website. Every chapter member should learn as much as they can.

How would dues increase?  The board of OSEA would determine a plan that would be sent to conference where members would determine any increase. I personal believe and would support a cap increase from the current 28,000.00 to a level of 30-35,000.00. I believe this would be fair to all members especially those that make under 28,000.00 per year.

Autonomy of OSEA? AFT would not tell us what to do but they would support OSEA at the state level only when asked. 

How would OSEA fit align with AFT?  We would be going under the PRSP.  Paraprofessionals and School-Related Personnel…..this is the fastest growing area of AFT.  There will be more information coming out in the OSEA Journal and mailings.  Everybody will be able to read and get the education of the facts. 2007 Conference will be important for all chapter members and will continue the process of affiliation. Delegates will vote at conference and if approved there would be a educational (6-9 month) period on benefits of joining with AFT. All membership would then vote. If that vote is successful OSEA would affiliate with AFT.  This is why it is important to have representation at the conference this June.  Mark stated he is in favor of this merger. 

We have approximately $2,000 in our chapter funds.  We have reserved 5 hotel rooms for conference and would like to take the maximum number of delegates to conference this year.  We will be going up Thursday June 28th and returning Saturday June 30th.  We don’t have the money to pay for all conference cost. 

We would propose that the meals and conference fee be paid by the chapter.  We Members would pay for their hotel room for the two days.  This would be about $67 per person.

The people who accepted nomination as delegates to this years OSEA conference:

Rosemary Pike, Bonnie Donald, Margot Coffie, Sue Simmons, Tim Babbitt, Mike McClure, Mike Lawrence, Mark Petersen. 

Motion made and seconded.

Chapter 152 will send up to 10 delegates to the June 2007 OSEA Conference in Portland Oregon. All members accepting nomination (Rosemary Pike, Bonnie Donald, Margot Coffie, Sue Simmons, Tim Babbitt, Mike McClure, Mike Lawrence, and Mark Petersen.) approved as Chapter 152 delegates to the 2007 OSEA conference with the understanding that they would pay their own expenses for lodging.

All in favor; none opposed.

There was discussion about doing a raffle or some fund raiser to help with the hotel expense. Executive team will work on this issue and get more information for the next meeting.

Any additional members (up to two) who accept nomination to conference would be eligible to attend and will be handled at the next chapter meeting.

 

LED Day is March 11 and 12th which is a Sunday and Monday.  This year we have a real opportunity to make a difference with our representatives at the state level.  OSEA will have a (vans/Bus) going to Salem on these days with all expenses paid by OSEA.  This includes rooms and food at the Phoenix Inn.  Their will be OSEA train session on how to talk with our legislators before we go to the capital.  We should be home by 5p.m. that Monday evening.

You need to be a dues paying member to attend.  An email will be sent out with more information.

III      CAMAT update

CAMAT went over the management training session notes and agreed to do a MOU to clean up parts of the contract.  Issues were:  flex time for a holiday, a definition on swing and graveyard shifts, and use of 15 minute breaks.  The day the power went out and some personnel were told that they had to stay; they will be paid double time and a half.  Snow days were resolved in classifieds favor.  Those personnel will receive overtime.

The College is looking to put together a package for those employees affected by the lay off.  They are looking into extending the insurance for three months, and give tuition wavier for up to two years. This is currently before the board of directors and we will have more information after next CAMAT meeting. CAMAT has done a lot of hard work.

Professional growth committee has changed and we are looking for three members to sit on this committee.  This committee meeting together and distributing Professional Growth dollars to the classified employees.  There were several volunteers for this committee.  There will be two managers on the committee:  Rene McKenzie and Jodi Fulton.
