Chapter 44 By-Laws

ARTICLE 1 : Name 

This chapter of the Oregon School Employees Association shall be known as 

Parkrose Chapter Number 44. 

ARTICLE II : Purpose

The purpose of Parkrose Chapter Number 44 of OSEA shall be to promote the 

interest of education, to advance the standards of classified school employees 

and other employees of this district, to promote an understanding and cooperative 

relationship with the administration of this district, to promote the economic 

and social welfare of the classified employees of this district, and to assist 

state OSEA in legislative efforts. 

ARTICLE III : Membership

Any employee of this school district whose job does not require a certificate to 

teach is eligible for active membership in the Chapter. 

ARTICLE IV : Officers

The elected officers of Parkrose Chapter shall be President, Vice President, 

Secretary, and Treasurer. 

ARTICLE V : Dues

The state OSEA per capita dues shall be paid by payroll deduction, the amount 

prescribed by the delegates at the state OSEA annual conference. The possible 

additional dues of Chapter #44 shall be determined by a majority of members 

present at the time a dues motion is brought to a vote of the members. 

ARTICLE VI : Officers Duties

President:  The President shall preside at all meetings and shall be responsible 

for all officers and all appointment of committees. He shall be the ex officio 

member of all committees. He shall enforce the usual parliamentary rules. He shall 

maintain a continuous study of the problems confronting the Association and shall 

keep the Chapter informed of the results of the studies. He shall prepare information 

reports for all members so they will have full information on the progress of 

Chapter #44. 

Vice President:  The Vice President shall perform the duties of the President in the 

event of the absence or the incapacity to serve as the President and shall perform 

duties as directed by the President or Executive Board. 

Secretary:  The Secretary shall keep accurate records of all meetings of the Chapter 

and the Executive Committees, a complete list of current Chapter members, their names, 

addresses and position held with the District. The Secretary shall answer all 

correspondence of this Chapter, and shall notify each member as to the time and place 

of each chapter meeting. 

Treasurer:  The Treasurer shall pay authorized bills, keep accurate accounts of paid 

members by name and address, receive dues, and make a complete report of Chapter #44's 

financial status at each meeting.
