Article XIV of the OSEA Constitution requires the State Association and its chapters to conduct business in accordance with the requirements of the Federal Labor-Management Reporting and Disclosure Act of 1959.
At the Annual Conference, each chapter with a membership of five or more is entitled to one delegate and one additional delegate for each additional five members or fraction thereof. However, each chapter is limited to a maximum of ten delegates.
The required procedures for chapters to select delegates to the OSEA Annual Conference that starts the fourth Thursday in June are that delegates must be chosen by secret ballot among all dues-paying members attending a meeting called for that purpose. Nominations for delegates should be made from the floor. Following the election, Chapter Secretaries are required to submit to the OSEA Conference/Credentials Committee a list of delegates together with a copy of the meeting minutes when they were selected by mid-May.
OSEA requires that notice of the election be mailed to each member at least 15 days before the meeting. The notice should specify the purpose of the meeting, date, place, time, and the state offices delegates will be voting on at Conference. Here is a sample notice:
"Dues-paying members of OSEA Chapter 000 will select delegates for the OSEA Annual Conference at a meeting to be held on Thursday, February 1, 2008, 7:00 p.m., at Central School Library. The election will be by secret ballot following nominations from the floor. According to Article X of the OSEA Constitution, Chapter 000 is entitled to three delegates. Delegates must be dues-paying members of OSEA. At the Conference, the delegates will elect the AACSE Representative, AACSE Alternative Representative, and Zone Directors from Zones 1, 3, 5, and 7. They will also approve a budget and consider resolutions before the Conference."
