This Constitution shall only be amended by a ⅔ vote of the credentialed delegates eligible to vote on the proposed amendment at any Annual Conference. Any proposed amendment(s) shall be submitted in resolution form in accordance with Article XIII, Section 10, of the Constitution. Any such resolutions proposing to amend the state per capita dues rate and/or structure shall require a secret ballot vote.
