Resolution 1: Association Fiscal Year

To change the Association fiscal year from June 1-May 31 to July 1-June 30.

Resolution 2: Ensuring Accurate Dues Deductions

To transition from Association dues being based on 1.8% of a member’s annual gross salary (exclusive of overtime but including longevity and step increments) to 1.8% of a member’s gross salary (exclusive of overtime but including longevity and step increments).

Resolution 3: Conference Committee Designation

To designate the Conference Committee as a standing committee of the Association, while continuing to recognize the authority and responsibility of the Board of Directors to manage the committee.

Resolution 4: Advisor to the Board of Directors

To replace the position of past president on the OSEA Board of Directors with the position of advisor, designated by the Board from among lifetime members, past presidents, or officers on the ROSE executive committee.

Resolution 5: ROSE Executive Committees Vacancies

To revise the constitutional requirements and processes to fill executive committee vacancies to provide clarity, the means for the Executive Committee to fulfill its responsibilities more effectively, and consistency with processes used by the OSEA Board of Directors.

Resolution 6: ROSE Membership Meetings

To clarify language in the Constitution to allow ROSE to conduct membership meetings more frequently than once each quarter.

Resolution 7: Maintenance of Membership

To establish an annual dues revocation window period which would be the only time dues deduction authorizations can be revoked, while maintaining a member’s right to resign from membership at any time.

Resolution 8: Study to Review Current Dues Structure

To direct a study be conducted by the OSEA Finance Committee to review the current dues structure and to explore alternatives that could involve a recalculation of the current dues structure or a dues cap. The study shall include the fiscal impact on the Association as a whole for each option studied and shall be completed no later than Jan. 10, 2025.
